Shawn Lyon, President of Marathon Pipe Line LLC, was named the recipient of the 2019 Pipeline Leadership Award. North American Oil & Gas Pipelines, a Benjamin Media Inc. publication, and Continuum Capital announced the award Nov. 6 at the fifth annual Pipeline Leadership Conference in Houston, Texas.
Lyon has become a renowned leader and champion for safety management systems in the oil and gas pipeline industry. As a member of the American Petroleum Institute (API) and Association of Oil Pipe Lines (AOPL), has led numerous efforts to improve safety throughout the industry.
After the publication of the Pipeline Safety Management Systems (SMS) RP 1173 in 2015, acknowledging the transformative nature of the standard in shaping culture and improving safety performance, Lyon agreed to chair a liquid pipeline industry team, and over the last four years he has led the industry’s aggressive implementation of the RP and Pipeline SMS.
Under Lyon’s direct leadership, the liquid pipeline industry has recognized significant maturity on SMS, with operators representing more than 97 percent of petroleum liquid barrel miles committing to its core principles and incorporation into all aspects of their organization. However, Lyon recognized the importance of ensuring commitment and implementation progress is witnessed across the entire pipeline industry, and proactively recommended the expansion of the team beyond liquid operators to include natural gas transmission and distribution pipeline counterparts, including the membership of the Interstate Natural Gas Association of America (INGAA), the American Gas Association (AGA) and the American Public Gas Association (APGA), as well as the Canadian Energy Pipeline Association (CEPA). With this expanded membership, the Team has brought in important perspectives which have helped shape the development of critical measurement tools and benefits to the majority of the oil and natural gas pipeline industry.
Based on his tremendous leadership and advocacy around SMS, Lyon was asked by PHMSA to represent the liquid industry on the PHMSA Pipeline Advisory Committee (PAC) SMS team created in 2016 to help raise the level of awareness and support implementation across the entire oil and gas industry, which he is still doing today. Additionally, as a foundation to SMS, Shawn has been a leader in building an industry culture where sharing and learning and continuous improvement is inherently considered by pipeline operators in the development industry-wide best practices to improve pipeline safety and work together to implement improvement recommendations.
Understanding the growing importance of maintaining and sustaining strong relationships with the public, landowners and key stakeholders within communities in which Marathon Pipe Line (MPL) operates, Lyon has been an incredible proponent of the pipeline industry being forward-leaning in its approach to public engagement and landowner relations.
More recently, Lyon was selected by the Pipeline Safety Trust to represent the liquid pipeline industry in a workshop with E-NGOs, safety advocacy groups, local government officials, PHMSA and other members of the industry to discuss best practices and approaches to improve stakeholder/public engagement across the country.
North American Oil & Gas Pipelines created the Pipeline Leadership Award in 2015 to honor leadership initiatives and advances in the construction, operation and maintenance of oil and gas pipelines. This includes innovations in the construction process, design, procurement, contract administration, management, labor relations, training and safety that improve the global pipeline industry.
The Pipeline Leadership Award is presented each year at the Pipeline Leadership Conference, which is organized by North American Oil & Gas Pipelines and Benjamin Media Inc., in partnership with Continuum Capital. This year’s conference was held Nov. 6-7, at the Hyatt Regency Houston Intercontinental Airport in Houston, Texas.
The Pipeline Leadership Award is voted upon by the conference Program Committee, comprised of pipeline industry veterans. Past Pipeline Leadership Award winners are Chuck Shafer of NiSource Inc.
